[LIB-CHINESE] How to subscribe to EASTLIB?

Dear all,

It seems to me there are interesting discussions on list "EASTLIB" about
Chinese cataloging. So, I tried to subscribe to it. However, it returned
with the following message:

List EASTLIB is closed; no more subscriptions are accepted unless sent
directly by the subscription manager(s) bolick@email.unc.edu .

Can anyone help me explain this message?
